Lagi desak KSN berhenti.. Dah lama dah...

Tan Sri Sidek Hassan : Your Next Stop, Jurassic Park.

I received this sms last night. It looks people are very unhapy with the Ketua Setiausaha Negara Tan Sri Sidek Hassan. Here is the sms. I have de-smsed the spelling so that we can all understand it :


"Tolong support usaha ni bro, tolong cari angle yang ada lagi, thank you. Pemuda UMNO Putrajaya sebulat suara minta Perdana Menteri jangan sambung kontrak KSN

1. Tidak prihatin terhadap rakyat dalam isu parkir berbayar Putrajaya dan isu saman ekor
2. Tidak perform sepanjang RMK9, perlaksanaan slow sehingga rakyat tidak rasa benefitnya dan jejas pertumbuhan ekonomi
3. Ramai penjawat awam pun marah kepada Kerajaan sebab masih sambung kontrak dia
4. Salah satu punca kakitangan Kerajaan marah dalam tahun 2008, sikap dan kenyataan dia pasal bonus"


I sought feedback from other folks who may also know of this matter. A friend replied with the following sms about the KSN :


"Tan Sri Sidek a tough task master. Been flogging civil servants that do not perform. He has an email address and would respond personally within a day. Not a fair criticism."


Looks like the KSN has fans too. I forwarded this feedback to the earlier person. He replied again, standing his ground. Here it is :


"Firstly - RMK9 is not executed well 2ng - he doesnt listen to peoples cry. No point having KSN yang menyusahkan rakyat and thta would make rakyat hate BN tak pasal-pasal"



Then today Blogger 'Another Brick In The Wall" has picked up the story. Here is an excerpt:




"For the past many years, particularly during the tenure of Tun Abdullah Badawi, it has become a practise to extend top civil servant's retirement. . What started as only for special cases during Tun Dr Mahathir's premiership, it has become almost a norm and abused by thepandai bodek ones to remain in the aspired position of power. . . . In Government service, where seniority matters more than merit, capable Government officers are denied opportunity to serve at the highest level. This practise of giving extension contracts has a demoralising effect on other Government servants on standby awaiting promotion."


You can read the rest of the post. I agree that this is getting to be a very, very bad practise. This is NOT the private sector where appointment is based on the bottom line. If you make the profits, you can remain CEO forever. The moment you make losses, you are out. That is most efficient.


But the Civil Service, the GLCs and even the Cabinet are NOT profit driven (yes including the GLCs - I know what I am saying). Even when Sime Darby makes RM1.6 Billion losses, the prima donna cissies who sit on the Board are refusing to leave. They are waiting to be kicked out on their butts. The same with MAS. This is the "tak ada malu" culture that prevails among the top echelons of the Government appointed limp noodles in this country.


They are treating public positions, public trust and public funds like their personal fiefdoms.


The other bad thing is when the old dinosaurs do not retire, they block the opportunities for the younger people to reach high office. As a result the entire structure gets quite demoralised. The Civil Service is a closed service. If you are a capable young Civil Servant, your upward mobility in the Civil Service depends on the people above you retiring as scheduled. When one generation retires, the younger officers take over the top spots.


And nowadays, if you are a Civil Servant you have very few years to reach the top spot. By the time you get within striking range of becoming a KSU or a KSN you are almost 50 years old or more. Even if you make it to the senior post of KSU or KSN, you can only hold the position for two or three years before you yourself have to retire at 55.


But imagine, suddenly, the Government extends the tenure of the incumbent KSN or KSU by another one year or two years. It means you have even less opportunity to become top dog. This is what happens when the Government keeps extending the contracts of "beyond shelf life" senior Civil Servants.


Are we also saying that there are no other suitable candidates to handle these jobs? Are we to believe that in a nation of 28 million people with a 1.2 million Civil Service, no one else is qualified to be a KSN? Or IGP? Or a Cabinet Minister?


We really have to be rid of this Jurassic Park culture. Our Cabinet, the Boards of our GLCs, the top echelons of the Civil Service are beginning to look like fossil leftovers from the Jurassic Park. If the country, the GLCs and everyone is happy, healthy, wealthy and hunky dory then it may be tolerated.


Tapi dah kalah 2/3 Parlimen, kalah lima negeri, ekonomi tak lah fantastic apa pun, harga barang semua naik, sabsidi nak potong, GLC pula rugi berbilion-bilion, jentera Kerajaan masih lembap, Chairman Sime Darby boleh charter private jet RM1.0 Juta untuk kawan dia. So what is the big deal?


There will be a cost for maintaining all these dinosaurs in the Jurassic Park. Wait for the next elections.
